		<description>The NY Times did not blow the lid off any secret bank-tracking program. The US government announced right after 9/11 as part of the Patriot Act that they would be tracking these funds.

There was a front-page story many years ago in the Times about the underground money brokers that have replaced formal banks, just because of the scrutiny placed on transfers.

The UN published a request in Dec 2002 for other countries to do what the US was already doing in tracking these transfers.
